Foreign worker management tightened
================================================== = VietNamNet Bridge - Foreign workers staying in Vietnam for longer than three months will be denied visas or even forced to leave the country if they do not have work permit or if their permit expires. This new regulation is stipulated in an amended draft decree on the management and recruitment of foreign workers in Vietnam. The decree, prepared by the Ministry of Labour, Invalids and Social Affairs (MoLISA), will come into effect as of July 1, 2010. The draft decree also states that all illegal workers in Vietnam will be forced to leave six months after the decree takes effect if they do not apply for a work permit. In addition, the draft decree requires Vietnamese employers to report their recruitment, use and management of foreign workers to their departments of labour, invalids and social affairs. Also, foreign enterprises and organizations must submit plans to use foreign workers in their bids, says the decree. The draft decree will be a legal foundation for agencies to expel illegal workers and create favourable conditions for authorities to manage them, noted Le Quang Trung, Deputy Director of MoLISA’s Department of Employment, who added that the current decree fails to recommend any punishment for violations. ================================================== ====== VietNamNet Bridge – At least three more bosses of big companies are completing procedures to buy a private plane in 2010, following the example of Hoa Phat Group Chairman Tran Dinh Long and Hoang Anh Gia Lai Chairman Doan Nguyen Duc. Vietnam Air Service Company (VASCO) told Tien Phong newspaper that Duc’s purchase of a King Air 350 set a precedent; now the registration procedure is well-understood and it will be easier for other businessmen to purchase an aircraft for themselves. VASCO refused to identify its clients. However, an anonymous source told Tien Phong that three Vietnamese businessmen are negotiating to buy planes from France and the US, including a big name in food processing and real estate field, a female boss in the field of real estate and a chairman of a big corporation. These businessmen are willing to pay from $7-12 million for an aircraft. If these affairs go smoothly, the first plane may arrive in Vietnam in the second half of 2010 and be flying before Tet 2011. Planes at the above prices are said to be easy to operate, have low cost of maintenance fee and to be suitable for runways and airports in Vietnam. VASCO Director Bui Ngoc Hoang said that VASCO (a unit of Vietnam Airlines) and other local firms can maintain planes like Duc’s King Air 350. They can provide pilots and related services for them. An aviation expert said that it is easy to buy such aircraft because a number of foreign makers have begun marketing in Vietnam since 2008. In early 2009, Euro Helicopter quoted prices of modern helicopters at from one to three million dollars each (factory price). The prices for used helicopters are much lower. For as little as one million dollars, a businessman can buy a used plane. Hoang said that if the economic situation is bright and businessmen perceive a need to travel about, many private planes will likely be imported into Vietnam in the next few years, priced from $10-15 million per unit. However, because the Vietnamese government is trying to curb a trade deficit, the import of luxurious products like cars and planes will receive extra scrutiny and ‘formalities’ are complicated. MobiFone apologizes for promotion confusion
================================================== ====== VietNamNet Bridge - MobiFone, one of the largest mobile service providers in Vietnam, has apologized to customers for confusion about a recent promotion on its VND200,000 recharge cards. Many customers have complained, as they did not instantly receive an additional 170 percent of the cards value, as they expected. Meanwhile, many others complained they had only received an additional 50 percent to their account. MobiFone said the confusion was caused because the 170 percent promotion that was advertised, only applied to long term customers who had been with MobiFone for three years or over. Vo Thi Tuyet, a subscriber for three years, however, said she had only received a 50 percent bonus, while her friend, who had just used the company’s services for a month, received the full 170 percent. She said the company had sent her a message saying that from April 15-17, MobiFone would offer an extra 170 percent of the value of recharge cards worth VND200,000 or higher. MobiFone responded to the complaints saying the special promotion program was for long-term customers on the occasion of its 17th birthday. For those who are members of a program named “long-term connection”, with card worth VND200,000 or higher, customers would receive an extra 170 percent of the card value. For cards below VND200,000, they would receive promotion of 100 percent. For those who are not members of the program, they would be offered a promotion of 50 percent for all cards. MobiFone explained that Tuyet misunderstood as she would receive the full 170 percent as announced within 24 hours of recharging her card. They said in all eligible cases, the first 50 percent was added instantly while the remainder was added 24 hours later.
