What I know is SG will only take action on confirmed cases for overseas underaged sex.... meaning you were detained or reported to the authorities of that country. SPF will then liase with that country's law enforcement agency for any information or investigation files. They may conduct further investigations upon your return to SG.
Sometimes they may also initiate investigations even if no reports are lodged if they receive information or come across videos of underage sex involving SG citizens even though the location is outside of Singapore.
