Confused with "floor" and "level" depend u are American or British system. I go according to the Sultan plaza lift floor buttons, i.e. button "1" is 1st level, and button "2" is 2nd level and so the shops on 2nd level are numbered #2-xx.

So where is FL on which level ?

FL is at level one, when you enter from the front door, you will see a row of shops in front of you, FL is just behind this row of shops.
