I typed too fast, the youtuber meant "TO recharge" at Hai Phong b/c Dosan is just a small small town with no amenities.

To recharge meaning to eat expensive food, buy items not found in Dosan etc.

For example one time use bed sheet is not available in Dosan, but you can buy them at big C in Hai Phong. While you are at it, eat the high end buffet next door etc.
