FL maybe in condo or some hotel, it depend.

normally ML will have a entrance fee due to MP, then service charge
FL will be 1 price depending on the service you choose

ML may have restriction due to MP environment, cannot be loud, this cannot that cannot.
FL does not have this issue

FL when you see is not the same, at least can full uturn,
ML is suay suay you pay entrance fee then you see her, entrance fee gone
