Putin's trend is NOT USING Russian Regular National Military Forces, it was his VOLUNTEERS & CIVILIAN MILITANTS in Wars with Ukraine, and now just the same in Syria. What does it mean? This is Putin's shadow army that does not bear Russian Flag at all, may be not even uniforms, at least no unit insignia on the uniform. #1, No State Liability, Russian Govt can not be held responsible for whatever these forces do. Putin call tell US, UN NATO fly kite, not my problem, your problem! #2, No Geneva Conventions binding, only Russian Govt Regular Forces are bounded by Treaty / Agreement signed by their Govt, these forces are not represented nor signatory party at Geneva Conventions. So they can execute POWs, torture, rape, brutalize, cannibalize or feed POWs to beasts, harvest human organs or do anything. Weather military or civilians make equally good targets. #3, Can use any banned WMDs, poisons, gas, virus, bio-warfare, land mines, white phosphorus, no boundary. #4, Fire / Kill / Sink / Down NATO without declaration of war, not notice nor warning necessary, no international protocol, own rule of engagement. On the warplane that are currently bombing in Syria the regular Russian Air Force RED STAR LOGOS are all wiped out, showing nothing.
