I think you are missing the whole point here. The facts according to the CNA article is:

1) The Aussie woman is a known prostitute, In fact she has her own website for her escort services
2) She did advertise on her site that she is "touring" singapore, a synonym for working in singapore. The Mat did not just contact her out of the blue. Her advertising her availability was what prompted him to do so.
3) She entered singapore on a visitor visa. Not licensed as a prostitute. And certainly with the intention to work and earn money in singapore. Hence she in violation of her visa already. Right there, she should have been charged and would have been if she was not an angmo
4) This is a civil case at best. There was an agreement for services provided and implied monetary compensation amount agreed of $700. One party broke the contract by not agreeing to pay.
