MY FOREIGNER COLLEAGUE ON WORK PERMIT CAN CHANGE JOB IN SINGAPORE!

The writer highlighted that many foreigners have their work permits terminated and were asked to leave Singapore.
Ever since GE2011, many of us in the private sector have heard of foreigners being asked to resign after their work permits were not renewed in Singapore. Some of the PRs in Singapore whose children were born in Singapore were not given automatic PR upon their birth here.
However, at the same time, we also hear of some foreigners who can switch jobs easily as well.
In my current workplace, we had some Filipinos and Malaysians who can find jobs easily when they choose to resign and move over to another higher paying jobs.
The sad thing is that they are on S-Pass (Filipinoes) and E-Pass (Malaysians) and apparently, from what I heard, some of the Malaysians applied for PR but were rejected by ICA last year but then again, MOM approved their change of work locations easily while on E-pass.
On their last day in my current workplace, I asked them how they managed to convince their prospective employers that MOM will approve their job status change.
They told me that the interviewer/ employer that they are confident that if they are hired, MOM will still approve their permit to change job employer status. I guess these foreigners must have heard from their other foreigner friends about this loophole so they had the audacity to change jobs while on work permits.
So then again, why is MOM not talking to ICA?
